River of Teeth (River of Teeth, 1) by Sarah Gailey

At one point in history, the American Congress considered importing hippos to deal with an invasive species and perceived meat shortage. Despite the support of the president, this bill did not pass. However, in River of Teeth, Sarah Gailey imagines what would have happened if the American Hippo Bill came to be. 

Winslow Houndstooth has been hired--legitimately he might add--to deal with the problem of the lethal feral hippos. While one idea was proposed, it'd take over a year and be incredibly dangerous. Instead, Houndstooth puts together a band of highly skilled societal misfits to handle the problem in a much shorter amount of time. However, each member of this band has their own motivations and, often, secrets. An enthralling premise makes up for a few missteps along the way. Overall, Gailey expertly wrangles a tale of feral hippos, queer outlaws, and revenge.
